I can’t think of a place it isn’t appropriate unless it puts the baby in danger like while driving. Why would anyone not feed a baby if it is hungry? It can be done discreetly and if mom is comfortable with it and focused on baby then many people wouldn’t notice anyway. The appropriateness is no different than that of bottle feeding. If having a baby with you is okay at a place then breastfeeding it is as well.
